How can I loosen the carrier bolts on a 97 Hyundai Sonata's front brakes?

I've tried to torque the bolts which hold the carrier onto the hub/rotor assembly but they have not loosened so far. WD40 has not helped. Any suggestions?

Should I try to fit a torch back there?

I use a 1/2in. drive impact and a wobble socket.
