How much would it cost to change the calibrator converter on a kia optima 2002?

My friends mom has a 2002 kia optima siting in her drive was because it can only go 25mph. I asked whats wrong with it and she said it was the calibrator converter.

I just got my licence and i am looking for a car
Does any one know how much it would cost to repair this?
