05 Hyundai Tiburon Passenger Airbag Replacement?

So, I have a Tiburon, and the passenger airbag is blown. This is a costly thing, about 1 thousand bucks, because I have to replace the whole dash, there is no separate airbag compartment. Can I just replace the airbag and nicely cover up the airbag compartment, or will this not allow me to pass the safety inspection.

And if you know anyone who sells the dash cheap(er), I'd be delighted to get more info about it :).
